Finance Ministry ने clarify किया है कि UPI सभी person-to-person transactions के लिए amount की परवाह किए बिना free रहेगा. Merchant payments up to ₹2,000 भी free रहेंगे, साथ ही small merchants के zero-MDR framework वाले transactions भी.
Ministry के अनुसार करीब 96% person-to-merchant UPI transactions unaffected रहेंगे. Merchant Discount Rate सिर्फ specified large-value merchant transactions above ₹2,000 पर apply होगा.
यह distinction important है क्योंकि MDR government tax नहीं है. यह payment-system fee है जो banks और payment providers के बीच distribute होती है. Policy universal low-cost access और UPI ecosystem चलाने की long-term economics के बीच balance बनाने की कोशिश है.
