National Statistics Office ने 9 अक्टूबर को revised base year 2022-23 के तहत expenditure side से Gross State Domestic Product estimates compile करने का draft guideline जारी किया। उद्देश्य States और Union Territories में uniform framework बनाना है।
Guideline Private Final Consumption Expenditure, Government Final Consumption Expenditure, Gross Fixed Capital Formation, inventories में changes, valuables और net exports को cover करती है। यह production approach से अलग सवाल पूछती है: value added कहां produce हुआ, इसके बजाय expenditure approach final demand और investment को जोड़कर State economy को देखती है।
Comparable State-level expenditure estimates household consumption, public spending और capital formation के analysis में मदद कर सकते हैं। लेकिन inter-State trade, services flows, corporate activity और data availability के कारण allocation कठिन होता है। Common method comparability बढ़ाता है, फिर भी quality underlying surveys और administrative data पर निर्भर रहेगी।
UPSC के लिए GDP/GSDP measurement approaches का अंतर महत्वपूर्ण है। यह draft methodology है, नए State GDP numbers नहीं। इसकी significance statistical method और base-year transition में है.
