8 अक्टूबर को हुई 57वीं GST Council meeting ने registration, returns, refunds, adjudication और trade facilitation से जुड़े व्यापक process reforms की सिफारिश की। पिछली meeting का जोर rate rationalisation पर था, जबकि इस बार taxpayer administration और compliance architecture पर अधिक ध्यान रहा।
मुख्य recommendations में GST laws के तहत officers की arrest power हटाना, prosecution का सामान्य threshold ₹1 करोड़ से बढ़ाकर ₹5 करोड़ करना और general penalty ceiling ₹25,000 से घटाकर ₹10,000 करना शामिल है। Council ने अधिक automated और time-bound refunds, input-tax-credit treatment में बदलाव तथा notices और adjudication के लिए clearer standards की भी सिफारिश की।
Small businesses के लिए simplified registration और eligible consumer-facing businesses जिनका turnover ₹5 करोड़ तक है, उनके लिए optional arrangement जैसे उपाय सुझाए गए। कुछ changes लागू होने के लिए कानून, rules या IT systems में संशोधन जरूरी होगा; इसलिए Council recommendation को तुरंत operative statutory provision नहीं मानना चाहिए।
UPSC के लिए यह GST federalism का उदाहरण है। Union और States Council में मिलकर recommendations करते हैं, लेकिन implementation के लिए legislation, notification और system changes की जरूरत हो सकती है। Reform direction punitive discretion से risk-based और technology-enabled compliance की ओर है.
