Reserve Bank of India ने 10 अक्टूबर को foreign-exchange market के लिए कई उपाय घोषित किए। RBI ने कुछ rupee-linked derivative contracts पर Foreign Exchange Risk Reserve (FERR) लागू किया और अलग से Indian Oil, Hindustan Petroleum तथा Bharat Petroleum के लिए special dollar-supply window खोला।
FERR circular के तहत authorised dealers को covered contracts के INR notional value का 20% cash RBI के पास रखना होगा, जब contract USD 2 million से अधिक हो और user current-account exposure hedge करने के लिए rupees के बदले foreign currency खरीद रहा हो। RBI ने कुछ derivative transactions में underlying exposure साबित किए बिना allowed threshold USD 100 million से घटाकर USD 5 million भी किया और cancelled rupee derivatives की rebooking पर रोक कड़ी की।
Oil-company facility 12 अक्टूबर से लागू होगी और designated banks के जरिए तीन public-sector OMCs की पूरी daily dollar requirement पूरी करने के लिए है। इससे spot market में बड़े dollar demand को अलग किया जा सकता है, लेकिन crude prices, capital flows और balance of payments के मूल दबाव समाप्त नहीं होते।
UPSC के लिए monetary policy और forex-market management का अंतर महत्वपूर्ण है। Repo rate व्यापक financial conditions को प्रभावित करता है, जबकि ये उपाय dollar demand और derivative risk के संचालन से जुड़े हैं। FERR को सभी bank deposits पर लागू किसी नए CRR की तरह नहीं समझना चाहिए.
