He announced proposals including an integrated early-warning system for infectious diseases, a logistics supply-chain cooperation framework, a startup innovation fund and centres of excellence in agro-ecology and energy storage.
The significance for India is diplomatic as well as developmental. New Delhi is trying to position itself as a bridge between large emerging powers and smaller developing countries by offering frameworks that can be adapted beyond BRICS membership.
