National Highways Authority of India ने तमिलनाडु का पहला Multi-Lane Free Flow (MLFF) tolling system परानूर Toll Plaza पर, Tambaram–Tindivanam खंड NH-179B पर शुरू किया है। यह Automatic Number Plate Recognition (ANPR) और FASTag का उपयोग करता है ताकि वाहन barrier पर रुके बिना गुजर सकें।
Barrierless tolling कतार और idling कम कर सकता है, लेकिन enforcement का तरीका भी बदल देता है। भुगतान रोकने के लिए physical boom barrier के बजाय प्रणाली सही vehicle identification, account linkage और failed read या non-payment की प्रक्रिया पर निर्भर करती है।
इसलिए डेटा accuracy और grievance redressal जरूरी हैं। गंदी या non-standard number plates, ANPR error, FASTag-account mismatch और privacy जैसे मुद्दे सामने आ सकते हैं। congestion और emission में कमी जैसे लाभ deployment के बाद data से मापे जाने चाहिए।
UPSC के लिए MLFF infrastructure governance का उदाहरण है—डिजिटल तकनीक throughput बढ़ा सकती है, पर standards, interoperability, enforcement और निष्पक्ष dispute resolution के बिना लाभ सीमित हो सकते हैं।
