Department of Empowerment of Persons with Disabilities ने 9 अक्टूबर की Sugamya Bharat consultation में whole-of-government accessibility approach पर जोर दिया। मुख्य बात यह थी कि accessibility cross-cutting governance obligation है, कोई specialised add-on नहीं जिसे केवल disability department संभाले।
Consultation ने education, healthcare, employment, transport, financial services और public infrastructure को linked domains माना। किसी person with disability के लिए एक building accessible होने से समस्या खत्म नहीं होती अगर digital form, transport या communication barrier बना रहे।
Whole-of-government model के लिए common standards, accessibility audits, procurement rules, budgets में integration और levels of government के बीच accountability चाहिए। Persons with disabilities और civil society की participation भी जरूरी है ताकि compliance को actual use के आधार पर परखा जा सके।
UPSC के लिए यह RPwD Act, universal design और administrative coordination से जुड़ा विषय है। Consultation policy direction बताती है; इससे सभी public services के already accessible हो जाने का निष्कर्ष नहीं निकलता।.
