National Biodiversity Authority ने April से September 2026 के बीच India के Access and Benefit Sharing framework के तहत ₹9.68 crore receipts report कीं। इसमें ₹9.56 crore biological resources तक access से जुड़े थे और agriculture seed sector का contribution ₹7.16 crore रहा।
Access and Benefit Sharing का उद्देश्य biological resources के commercial या research use से मिलने वाले benefits को relevant stakeholders और biodiversity-management systems के साथ fair तरीके से share करना है। Framework Biological Diversity Act, 2002, उसके 2023 amendment और related regulations के तहत operate करता है।
Receipts दिखाती हैं कि regulatory mechanism payments generate कर रहा है, लेकिन governance का कठिन प्रश्न यह है कि benefits local communities और conservation priorities तक कैसे पहुंचते हैं। Collection total equitable distribution या ecological effectiveness स्वतः सिद्ध नहीं करता।
UPSC के लिए यह biodiversity governance और benefit-sharing principle का उदाहरण है। यह दिखाता है कि environmental regulation prohibition के साथ monetary और non-monetary benefit mechanisms का भी उपयोग कर सकती है।
