India ने Fiji में Pre-COP31 meetings के दौरान COP31 से पहले negotiations में flexibility और pragmatism की मांग की। 8 अक्टूबर को Environment Minister Bhupender Yadav ने scaled-up climate finance, technology transfer, capacity-building और nationally determined pathways के respect पर जोर दिया।
India की position ने broad pledges से implementation की ओर बढ़ने और equity तथा Common but Differentiated Responsibilities and Respective Capabilities के principles बनाए रखने की बात भी कही। यह debate इस प्रश्न से जुड़ी है कि climate action की financing कौन करे और development levels के अनुसार responsibilities कैसे अलग हों।
Climate negotiations mitigation, adaptation और means of implementation को अलग लेकिन जुड़े pillars मानती हैं। Balanced outcome targets के साथ finance, technology और institutional capacity पर भी निर्भर होगा।
UPSC के लिए यह climate justice और international negotiations का महत्वपूर्ण उदाहरण है। यह India की negotiating stance है, final COP31 agreement नहीं।
