BRICS summit में उनकी remarks India की उस मांग के साथ align हुईं कि Global South सिर्फ rule-taker नहीं बल्कि rule-shaper बने. New Delhi Declaration ने भी India और Brazil सहित developing countries की Security Council में greater representation का समर्थन दोहराया.
Political obstacle वही है: reform के लिए उन states की agreement चाहिए जिनके पास पहले से privileged positions हैं. इसलिए principle में support institutional change की guarantee नहीं है, लेकिन reform demand की legitimacy मजबूत होती है.
