New Delhi में meeting कर रहे BRICS leaders terrorism, global institutions reform और stronger multilateral order पर declaration adopt करने की तैयारी में हैं. Document इसलिए महत्वपूर्ण है क्योंकि expanded BRICS में original five-member format की तुलना में कहीं ज्यादा diverse political और strategic interests हैं.
एक key area global-governance reform है, जिसमें UN Security Council और international financial institutions में representation शामिल है. दूसरा terrorism है, जहां members को अलग-अलग security priorities के बीच acceptable language खोजनी होगी.
India के लिए declaration तभी उपयोगी है जब strategic autonomy की space बनी रहे. New Delhi BRICS के जरिए emerging economies की voice मजबूत करना चाहता है, लेकिन grouping को rigid anti-West bloc नहीं बनाना चाहता.
