India’s Ministry of Panchayati Raj said special Gram Sabhas across the country on 2 October launched the People’s Plan Campaign 2026-27, “Sabki Yojana, Sabka Vikas”. The exercise begins preparation of Gram Panchayat Development Plans (GPDPs) for financial year 2027-28.
A GPDP is the local development plan of a Gram Panchayat. The campaign is designed to make planning participatory rather than merely administrative: residents and elected representatives are expected to discuss local service gaps, scheme delivery and village priorities before projects are consolidated into the plan.
The governance significance lies in the link between constitutional decentralisation and practical budgeting. Panchayats can identify priorities close to households, but the quality of a plan depends on reliable local data, realistic costing, convergence across departments and whether Gram Sabha participation is broad enough to reflect women, vulnerable groups and marginal habitations.
For civil-services preparation, the development is useful for understanding the 73rd Constitutional Amendment, Gram Sabha–Panchayat relations and the difference between decentralisation on paper and effective local planning. The launch is a planning-process development; it does not by itself establish that every Panchayat has produced or financed a complete plan.
