India's Commerce Secretary Rajesh Agrawal said on 15 October that the first phase of the proposed India-U.S. trade agreement has been finalised at the negotiating level and is undergoing legal drafting. He said India expects conclusion and signing at the earliest possible time while seeking preferential market access and tariff stability.
That sequence matters. A negotiated text under legal drafting is not the same as a signed agreement, an agreement in force, or proof that every tariff issue has been implemented. The statement came alongside fresh trade data showing continued growth in Indian exports to the United States despite recent tariff disruptions.
For civil-services preparation, the story is a useful example of trade-negotiation stages: political understanding, negotiating closure, legal scrubbing/drafting, signature, domestic procedures where required, and entry into force. Competitive market access depends not only on headline tariffs but also on rules of origin, standards, exclusions and predictability.
