Department of Telecommunications ने 8 अक्टूबर को कहा कि India का satellite communication authorisation framework fair और non-discriminatory है। Non-geostationary satellite systems पर Global Mobile Personal Communication by Satellite services के तीन licensees अभी security assessment से गुजर रहे हैं।
Government के अनुसार licence conditions के तहत provider को spectrum assignment के अगले step से पहले security requirements की compliance demonstrate करनी होती है। Department ने कहा कि तीनों licensees broadly समान regulatory stage पर हैं।
Telecom regulation में sequence समझना जरूरी है। Licence, security clearance और spectrum assignment related लेकिन अलग steps हैं। एक step complete होने से commercial operation automatic नहीं हो जाता; spectrum availability, technical coordination और अन्य approvals भी relevant हो सकते हैं।
UPSC के लिए satcom connectivity policy, spectrum governance, national security और competition को जोड़ता है। यह case scarce public spectrum के allocation में transparent और technology-neutral procedure की जरूरत भी दिखाता है।
