नेपाल चार उच्च-जोखिम glacial lakes—Thulagi, Lower Barun, Lumding Tsho और Hongu 2—से होने वाले Glacial Lake Outburst Flood (GLOF) खतरे को कम करने की योजना आगे बढ़ा रहा है। Reuters ने 2 अक्टूबर को बताया कि controlled drainage works व्यापक adaptation programme का हिस्सा होंगे।
इस programme को Green Climate Fund का समर्थन है और UNDP तथा Nepal Department of Hydrology and Meteorology इसके implementation में जुड़े हैं। आधिकारिक project documents में lake-level reduction, monitoring और early-warning expansion, protective works तथा community preparedness शामिल हैं। कुल project value लगभग $49.9 million है, जिसमें GCF grant लगभग $36.2 million है।
GLOF तब हो सकता है जब moraine या ice dam टूट जाए और झील का पानी अचानक नीचे की ओर निकल जाए। Climate-driven glacier retreat से unstable lakes बढ़ सकती हैं, लेकिन हर lake का geomorphology अलग होता है। इसलिए drainage intervention भी सावधानी से engineer करना पड़ता है; गलत structural work खुद नया risk पैदा कर सकता है।
UPSC के लिए यह Himalayan climate adaptation का case study है। Mountain hazards नदी तंत्र और shared climate exposure के कारण borders से सीमित नहीं रहते। preventive engineering, early warning और community preparedness एक-दूसरे के पूरक हैं।
