दोनों positions contradictory नहीं हैं, लेकिन strategic context साफ करती हैं. Chips, rare earths, cloud infrastructure और advanced models तक access increasingly export controls और geopolitical competition से shape हो रहा है.
India की challenge wider access और collaboration support करना है, बिना एक dependence को दूसरी dependence से replace किए. इसके लिए international partnerships के साथ domestic compute, mineral processing और research capability build करनी होगी.
