The Supreme Court has indicated that it may consider pan-India safety guidelines for student residences after the collapse of a paying-guest building in Delhi’s Satya Niketan. An amicus curiae has sought time-bound inspection and safety audits of private PGs and hostels, while the Court has also discussed taking up a related Delhi High Court matter on unauthorised construction.
The larger governance issue is fragmented responsibility. Student housing often sits at the intersection of municipal building rules, land-use permissions, fire safety, university capacity and private rental markets. A national framework would still depend on local inspection and enforcement to work in practice.
