The Union Cabinet has approved the Pradhan Mantri Viksit Gram Swaraj Yojana for 2026-27 to 2030-31, creating a new five-year framework for strengthening rural local governance across India. The total outlay is ₹7,395.55 crore, including a Central share of ₹4,869.48 crore and a State share of ₹2,526.07 crore.

The scheme is designed to reach more than 2.55 lakh Panchayats and eligible traditional local bodies across States and Union Territories. Around 32 lakh elected representatives, Panchayat functionaries and other stakeholders are expected to be direct beneficiaries. The government says the programme will focus on capacity-building, digital integration, participatory local planning and stronger systems for financial accountability.

A key operational idea is to make Gram Panchayats more capable of preparing integrated development plans rather than treating local schemes as disconnected spending programmes. Annual targets include more than 2.55 lakh gram development plans and a similar scale of online audit plans. The scheme also envisages large awareness interventions intended to reach at least one crore citizens per episode.

For governance, the important test will be whether better training and digital systems improve the quality of local decisions rather than simply increasing reporting requirements. Panchayats sit at the point where many welfare, infrastructure and service-delivery programmes meet citizens, so planning quality, local data, audit capacity and Centre-State coordination can directly affect implementation.

For civil-services preparation, the scheme connects the constitutional framework for Panchayati Raj, cooperative federalism, decentralised planning, local public finance and social accountability. The policy significance is not only the size of the outlay but whether institutional capacity at the third tier of government becomes strong enough to translate funds into measurable local outcomes.
