The Technology Development Board issued a clarification on 1 October after reports linked the closure of a Research Development & Innovation Scheme call for proposals to a shortage of funds. TDB said the call was paused for administrative reasons because of a large influx of applications.
According to the clarification, proposals received up to 30 September are being assessed and the call is expected to reopen after evaluation. TDB also stated that there was no shortage of funds for disbursement to eligible technology enterprises.
The episode illustrates a common policy-implementation distinction: a temporary closure of an application window can result from processing capacity as well as funding constraints. Good programme governance therefore requires transparent status communication, predictable reopening criteria and timely evaluation.
For civil-services preparation, the story links public innovation finance with administrative capacity. The official clarification is the authoritative statement on the reason for the pause, but the eventual effectiveness of the RDI scheme will depend on proposal quality, appraisal, disbursement and project outcomes rather than the number of applications received.
