The Environment Ministry launched implementation guidelines for National Coastal Mission 2.0 on 30 September. The Central Sector Scheme has an approved outlay of ₹767 crore and is scheduled to run through 2030-31 across nine coastal States and four Union Territories.
The mission is intended to strengthen the resilience and sustainability of coastal regions while supporting the blue economy. Coastal policy has to address overlapping pressures: erosion, cyclones and sea-level rise, ecosystem degradation, tourism and infrastructure, fishing livelihoods and urban expansion.
A resilience programme can combine ecological restoration, risk mapping, livelihood support and institutional coordination. The main implementation challenge is to avoid treating the coast as a uniform space. Mangroves, coral areas, estuaries, sandy shores and densely urbanised stretches require different interventions, and protective infrastructure can sometimes shift erosion or ecological stress elsewhere.
For civil-services preparation, National Coastal Mission 2.0 connects climate adaptation, disaster-risk reduction, coastal regulation and blue-economy policy. The guidelines establish a programme framework and budget; they do not mean all coastal projects are already approved or that ecological outcomes have been achieved.
