The Cabinet Committee on Economic Affairs has approved strategic disinvestment of an aggregate 60.72% stake in IDBI Bank to a strategic buyer. The proposed sale comprises 30.48% held by the Government of India and 30.24% held by LIC. After the transaction, the Government is to retain 15% and LIC 19%.
The decision is a strategic ownership restructuring rather than ordinary market divestment of a small shareholding. IDBI Bank has passed through a period of regulatory stress and restructuring, including Prompt Corrective Action in the past, and the policy question now concerns ownership, governance, competition and protection of public value during transfer of control.
For civil-services preparation, distinguish disinvestment from privatisation and strategic sale. A strategic transaction can involve transfer of management control and must be assessed alongside valuation, regulatory approvals, banking stability and the State's broader role in the financial sector.
