The Labour Ministry's national conference on Building and Other Construction Workers concluded in Mumbai with a focus on welfare delivery, skilling and employment support.
States and Union Territories presented approaches including digital labour chowks, worker facilitation systems and skilling initiatives. The conference also stressed better coordination between BOCW Welfare Boards and government agencies.
Construction workers are among India's most mobile and informal labour groups. The policy challenge is therefore portability: welfare benefits must follow workers across worksites and states rather than remain tied to one local registration system.
