EnvironmentCAQM says 197 NCR inspections were conducted in a 17-day enforcement review
The air-quality regulator’s latest enforcement review covered construction sites, industrial units and diesel-generator sets, with cumulative inspections reported at 28,744 entities.

The Commission for Air Quality Management (CAQM) said its Enforcement Task Force reviewed compliance activity across the National Capital Region for the period 8–24 September 2026. It reported 197 inspections during those 17 days: 10 at construction and demolition sites, 111 in the industrial sector and 76 involving diesel-generator sets.
CAQM also said its flying squads had inspected 28,744 units, projects or entities cumulatively. These figures describe enforcement activity, not air-quality outcomes. Inspection counts can show administrative intensity, but they do not by themselves establish whether pollution concentrations, emissions or violations have fallen.
The governance issue is the gap between rules and compliance. NCR air pollution cuts across state borders and multiple sectors, which is why CAQM has coordinating and enforcement functions. Effective regulation requires reliable emissions data, proportionate action against violations, follow-up after inspections and coordination with state pollution-control agencies and local bodies.
For UPSC, the story is useful for environmental governance and inter-state coordination. A sound answer should distinguish monitoring inputs—such as inspections—from outcomes such as sustained reductions in PM2.5 and PM10 exposure.

Why this matters
CAQM reported 197 inspections for 8–24 September and a cumulative 28,744 inspections across NCR.
Key facts
- The reviewed period was 8–24 September 2026.
- Of 197 inspections, 111 were in the industrial sector.
- CAQM operates across the NCR and adjoining areas framework.
Arguments, challenges and policy responses
- Inter-state environmental regulation
- From inspections to measurable outcomes
- Data, enforcement and institutional coordination
India’s context
NCR pollution requires coordination across jurisdictions and sectors, making CAQM a case study in regional environmental governance.
Keep in mind
Inspection counts are not the same as pollution reduction or compliance outcomes.
Practice question
How should environmental regulators distinguish enforcement activity from actual improvements in air quality?
Revision summary
- The figures measure regulatory activity, while the harder policy test is whether enforcement produces sustained reductions in emissions and exposure.
- The reviewed period was 8–24 September 2026.
- Of 197 inspections, 111 were in the industrial sector.
