The Ministry of Panchayati Raj used the national workshop on the People’s Plan Campaign 2026-27 to push a stronger model of self-reliant local government. The Ministry emphasised Gram Sabha-led planning, convergence across tiers of government and higher own-source revenue for Panchayats.
The workshop also saw the release of the PPC 2026-27 booklet and an MoU for establishing electric-vehicle charging and battery-swapping stations on Panchayat land across the country. The initiative links local-government assets with a new infrastructure use case while potentially creating revenue opportunities for rural local bodies.
The governance test will be implementation: Panchayats differ widely in land availability, administrative capacity, local demand and revenue systems. Any nationwide model will need transparent contracts, viable locations, clear revenue-sharing rules and alignment with village development plans.
