Forest Rights Act review में आठ States ने time-bound action plans पर काम किया

Ministry of Tribal Affairs ने 9 अक्टूबर को Kolkata में Forest Rights Act, 2006 implementation पर second regional review conference आयोजित की, जिसकी official release 10 अक्टूबर को जारी हुई। West Bengal, Assam, Tripura, Jharkhand, Odisha, Bihar, Madhya Pradesh और Chhattisgarh ने भाग लिया; Andhra Pradesh ने digitisation और convergence practices साझा कीं।

Review pending और rejected claims, recognised rights को revenue तथा forest records में दर्ज करने, Community Forest Resource Rights और Particularly Vulnerable Tribal Groups के habitat rights पर केंद्रित था। High-pendency districts के officials भी शामिल हुए और States को time-bound district-level action plans तैयार करने को कहा गया।

Administrative challenge केवल individual claim decide करना नहीं है। Recognised rights official records में दिखने चाहिए, community rights के लिए workable management plans चाहिए और livelihood schemes को title-holders तक converge करना होता है। Tribal Welfare, Revenue और Forest departments के कमजोर coordination से legal recognition के बाद भी rights कमजोर हो सकते हैं।

UPSC के लिए FRA individual और community forest rights दोनों को recognise करता है और claims initiate करने में Gram Sabha की central role है। Review conference अपने-आप titles grant नहीं करती; यह State और district implementation की accountability mechanism है.
