BRICS original membership से बहुत आगे expand हो चुका है और Middle East, Africa तथा Asia की major emerging economies इसमें शामिल हैं. Scale grouping को ज्यादा economic और diplomatic weight देता है.
लेकिन expansion consensus को कठिन बनाती है. China और Russia अक्सर Western power के खिलाफ sharper geopolitical challenge चाहते हैं, जबकि India और Brazil generally reform, development और economic cooperation पर focused flexible platform prefer करते हैं.
New Delhi summit का central question इसलिए यह नहीं कि BRICS कितना बड़ा हो सकता है, बल्कि यह है कि वह members को उनकी दूसरी strategic relationships के खिलाफ force किए बिना practical cooperation बना सकता है या नहीं.
