TRAI has issued draft guidelines on the responsible use of artificial intelligence in telecom networks and services. The consultation applies the broader India AI Governance Guidelines released in February 2026 to a sector that operates critical communications infrastructure and processes large volumes of subscriber and network data. Stakeholder comments are invited until 27 November 2026.
Telecom-specific AI governance raises distinct concerns: network automation can improve efficiency and fault detection, but opaque models can also affect service quality, cybersecurity, consumer protection, privacy and accountability. A sector regulator therefore has to translate broad principles such as transparency, safety and human oversight into operational expectations that fit telecom systems.
For civil-services preparation, the document is a draft consultation, not a final binding regulation. The key analytical issue is whether sector-specific rules can manage high-impact risks without freezing innovation, and how regulatory coordination should work when AI, data protection, cybersecurity and telecom law overlap.
