Union Road Transport and Highways Minister Nitin Gadkari has publicly criticised the prolonged delay in the Mumbai-Goa highway widening project and said he would not attend its eventual inauguration. Speaking in Goa, he blamed contractor failure and said his ministry would take action against poor-quality work and administrative lapses.
The importance of the episode is larger than one road. Large infrastructure projects can fail on timelines because of land acquisition, contractor capacity, litigation, utility shifting, financing, design changes and coordination across agencies. When delays persist for years, the costs show up in travel time, logistics, safety, maintenance and public trust.
The governance lesson is that infrastructure performance should be measured through delivery and lifecycle quality, not only the value of projects sanctioned or kilometres announced. Transparent milestone tracking, enforceable contracts, independent quality checks and consequences for repeated non-performance are central to improving public capital expenditure.
