The 153rd Assembly of the Inter-Parliamentary Union concluded in Arusha after adopting an emergency resolution on urgent parliamentary action to address climate-related disasters and strengthen resilience in the Himalayan region and other vulnerable regions. The item had been proposed by Nepal and supported by India among other delegations.
India’s parliamentary delegation participated in the debate and supported the focus on climate-related disaster resilience. The resolution places parliaments in the policy chain through legislation, budgeting, oversight and international cooperation.
IPU resolutions are political and parliamentary instruments rather than treaties. Their effect depends on how member parliaments translate recommendations into domestic laws, budgets and oversight.
For civil-services preparation, the resolution connects Himalayan disaster risk, climate adaptation and parliamentary governance. It also reinforces that transboundary mountain risks require cooperation beyond national disaster-response systems.
