India wants every new government solar and wind project to come with storage
The next phase of India's renewable build-out is not just about adding solar panels and turbines. It is about making clean power available when the sun is down and the wind is weak.

India is preparing to change one of the basic rules of its renewable-energy expansion. Under draft regulations reported by Reuters, new government solar and wind projects would be required to include battery storage from July 2027. The proposal sounds technical, but it goes directly to the biggest weakness of renewable power: electricity is produced when nature allows it, not necessarily when consumers need it.
Solar generation rises through the day and falls sharply after sunset. Wind can be abundant at one hour and weak the next. A power system can absorb a limited amount of that variability without major difficulty, but the challenge grows as renewables become a larger share of the grid. Batteries create a buffer. They can store electricity when generation is high and release it later when demand rises or renewable output drops.
That changes the economics of India's clean-energy push. For much of the past decade, the central question was how cheaply India could build new solar and wind capacity. Falling equipment costs and competitive auctions helped drive tariffs lower. The next question is more complicated: what is the cost of delivering renewable power reliably, hour after hour?
Mandatory storage will make some new projects more expensive upfront because developers must pay for batteries as well as generation capacity. But the system-level benefit can be significant. Stored power can reduce curtailment, improve grid stability and lower the need to keep fossil-fuel plants on standby purely to balance sudden changes in renewable output.
The policy also signals the emergence of another strategic industry. Large-scale battery deployment will increase demand for cells, battery-management systems, power electronics and critical minerals. India has already been trying to develop domestic battery manufacturing and diversify supply chains for materials such as lithium. A storage mandate could accelerate that market, but it could also expose the sector to imported-cell prices if domestic manufacturing does not scale quickly enough.
There is a second issue: batteries are not the only form of storage. Pumped-storage hydropower can hold far more energy for longer periods, while newer technologies are trying to solve multi-hour and multi-day storage. The right mix will depend on geography, costs and the shape of electricity demand.
India's renewable target has always been about capacity. The storage proposal points to a more mature phase of the transition, where policymakers are increasingly focused on quality and dispatchability, not simply megawatts installed. Building green power is one challenge. Making it behave like dependable infrastructure is the next one.
