The National Statistics Office released a draft guideline on 9 October for compiling Gross State Domestic Product estimates from the expenditure side under the revised base year 2022-23. The aim is to create a uniform framework across States and Union Territories.
The guideline covers Private Final Consumption Expenditure, Government Final Consumption Expenditure, Gross Fixed Capital Formation, changes in inventories, valuables and net exports. These components answer a different statistical question from the production approach: instead of asking where value added is produced, the expenditure approach asks how final demand and investment add up within the State economy.
Comparable State-level expenditure estimates can improve analysis of household consumption, public spending and capital formation. They are also difficult to construct because inter-State trade, services flows, corporate activity and data availability can complicate allocation. A common method is therefore important for comparability, but estimates will still depend on the quality of underlying administrative and survey data.
